with 56 degree "China" overprint (Scott #5) to pay the 45pf registry rate to Shanghai, all tied by five strikes of "Tsingtau, Kiautschau/31.12/ 00" datestamp to registered cover to Shanghai, registry etiquette and printed return address of the
Shanghai Municipal Council on side flap, fresh and extremely fine; a highly exhibitable cover.This is one of the rarest of all the Tsingtau Issue Provisional covers. Only twenty sheets of 100 of the Second Provisional issues with "5 Pf." surcharge
were surcharged by the German Missionary printers in Tsingtau (Scott #4-6). Of these 2,000 stamps, 100 received the additional "5" handstamps (Scott #7-8) and another 200 the "5 Pf." handstamp (Scott #9). The remaining 1,700 stamps comprise the
Second Provisional issue listed as Scott #4-6 spread out among the three surcharge types. The Type 1 surcharge with the "f" from Type 2 only occurs on position 23 and 26 of the setting of 50 and only a total of 80 examples were produced.Signed
