Allan Liner North American to France, rated 9 hs, improper rate which was
cancelled. Rate was 8d Stg (10d Cy). Proper use of the 2F accountancy
marking. 10 decime collected in France.

SC (file fold) directed & carried unpaid per Canadian
(Allan) Line from Quebec, May 30, 1863 via England bs to France. The 2F
accountancy marking is properly applied. The cover however was short paid.
Effective March 1st all letters to UK or Foreign via the UK were subject
to a 12-1/2c fine if unpaid. The Canadian rate of 17c(8d Stg) + 12-1/2c
fine (6d Stg). Thus 1/2 Stg was due GB from the 20 decimes collected. A
very rare rating. Ex: Steinhart.
