Modern "Postal History". Two thick binders, one devoted to 2c 1954 Liberty Issue bisect covers that were created at the time of the rate change from 4c to 5c, there are over 160 covers from small towns in Louisiana, some are signed by
postmasters or postmistresses, there is an official letter from one post office claiming that there was an extreme shortage of 1c stamps and the post office had no other choice than to offer half 2c stamps to meet the needs of postal customers in the
area so they could be in compliance with the increased rate, there is one P.F. and one A.P.S. certificate both stating "genuine" but of unauthorized nature, also correspondence relating to these covers, the other binder contains pre-First Day covers,
perhaps 40 to 50 from 1962 and 1963, the first is 4c Higher Education No. 1206, there are eleven covers cancelled either Nov. 6 or 7, 1962 (First Day was Nov. 14), these are all cancelled in New Orleans and the surrounding area, these covers were
briefly confiscated by a Postal Inspector and returned to the owner shortly thereafter, other pre-First Days incl. Nos. 1231, 1233, 1234, 1237, 1239, 1246, 1247, C68 and others, all of these seem to be cancelled at Duplessis La., Fine-Very Fine, an
interesting lot that may have a future |
