Very scarce origin/destination item. The additional 1d was for the War Tax that applied 1.12.1915 to 30.6.1920. It was not required to use the 'WAR TAX' stamps. [The illustration is above Lot 1277]

1276 PSE image1922 (circa) usage of KGV ¼d brown Wrapper to "Samoa Times/Apia, Samoa" with the characteristic undated "sunburst" cancel. Very scarce used. Ross Duberal at pages 77-79 states 100,000 were ordered but "The shortage of [used] examples...indicates...a high destruction rate". In 1915, the newspaper rate was halved from ½d to ¼d. It seems probable that newspapers were exempt from War Tax. The old rate was restored on 2.3.1923. It appears that the local rate also applied to Samoa (perhaps only for bulk mailings). Proud is silent on newspaper rates, and Rodger refers only to the 1923 increase. [The illustration is above Lot 1277]
